![]() Government appraisers gave blue grades were for wealthier non-immigrant White neighborhoods that were sufficiently segregated and distanced from Black neighborhoods, as well as some combination (but not all) of racially-exclusionary zoning practices, racial deed restrictions, racial neighborhood covenants, segregated local schools, utilities, and paved roads.Neighborhoods comprised of immigrants from the same country-of-origin or ancestry were graded yellow. ![]() Neighborhoods with a diversity of immigrants were also redlined.
